Bulgaria, Greece and Romania step up delivery of strategic transport links
Bulgaria, Greece and Romania today signed a joint Action Plan to accelerate strategic cross-border transport projects in South-East Europe. The signing ceremony took place in the margins of Connecting Europe Days 2026 in Brussels, hosted by Apostolos Tzitzikostas, European Commissioner for Sustainable Transport and Tourism.
The Action Plan turns the political commitments made by the three countries in December 2025 into concrete actions, supporting the faster delivery of key infrastructure projects, stronger connectivity and greater resilience across the region.
The Action Plan will strengthen coordination on project preparation, financing and implementation, helping to remove cross-border bottlenecks and accelerate improvements to rail, road and multimodal connections across the region.
At the same event, Member of the European Parliament Andrey Novakov, with the support of European Corridor Coordinators Maria Mauro and Margarida Marques, launched the Friends of South-East Europe (FoSEE) initiative to further support cooperation on regional connectivity.
Background
The Action Plan builds on the cooperation launched by Bulgaria, Greece and Romania in December 2025. It focuses on priority transport axes linking the three countries, including key rail and road connections, Danube crossings and links between ports and multimodal terminals. Priority projects include the strategic cross-border rail link between the Port of Alexandroupoli in Greece and Svilengrad in Bulgaria, strengthening connectivity towards the Black Sea and Danube region, the modernisation of the Giurgiu-Ruse rail bridge, preparations for a new Giurgiu-Ruse road and rail bridge, and improvements along other key rail and road connections between Greece, Bulgaria and Romania.
